Ubuntu, an immensely successful derivative of Debian, practices completely open collaborative package maintenance. Instead of Debian's notion of package ownership by maintainers, any of the developers are authorized to make changes to a given package. The Ubuntu development community relies on the fact that each developer will act responsibly in each case and confer with colleagues when faced with a non-trivial problem.
