1.0 NETWORK MISSION
====================
OpenStorm is an IRC network for open source and free software as defined by the Free Software fundation.

1.1 NETWORK STAFF
====================
As of 29th September 2006, there are two staff members:

* Jeed - Administrator
* dinolinux - Administrator

OpenStorm will depend on volunteer staff members. There will be a possibility to get a staff position by helping other users and doing something for the good of the whole network. There will not be a possibility to get a staff position by knowing one or more of the staff members. Staff members will have several ranks. It will be possible to get a higher ranking staff position. This is the ranking system, starting at lowest rank:

* Halfoper: Halfopers can set vhosts and kill users. No other permissions are granted
* Operator: Operators have the same privelegies as Halfopers, can can also kline, send wallops and reset nicks.
* Ombudsmann: Ombudsmann have the same privelegies as Operators, can also send globals, change MOTD, shun, gline               and zline
* Administrator: Administrators have all privileges.

1.2 NETWORK POLICIES

OpenStorm will have these guidelines for allowed behaviour:

* Mass K-lining of users without prior notice as a globalop will NOT be tolerated. The staff member WILL lose      his/her position with no chance of getting it back. If an administrator is resposible, the other    
  administrators WILL remove his/her status.
* Spamming any channel on the network will SHOULD not be a staff matter. If the users of the channel in question   decide that a staff member is needed, the staff member WILL handle the situation.
* Giving an outside user operator status in the network's main channel SHOULD not be done.
* Channels which don't have anything to do with open source or free software WILL be allowed

1.3 NETWORK MANIFEST

* OpenStorm will always remain free for all users.
* OpenStorm will not discriminate it's users
* OpenStorm will allow it's users to become staff members
