Question, how do I get a script to see an include file?  If I copy the include to the running dir, I do not get the apache error.

index.php:
<?php include_once("genieConfiguration.inc.php"); ?>
<?php include_once(INC_MAIN_PAGE); ?>

.htaccess:
php_value include_path "/home/randall/gemtech.info/phpCodeGenie3.0/app/settings/"
php_value display_errors off

Apache logs:
