Parece k o subversion que instalas-te tem um problema !
O erro ke estou a ter é o seguinte:

svn ls file:///users/a23023/public_html/svn/
svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'file:///users/a23023/public_html/svn'
svn: Can't get shared lock on file
'/users/a23023/public_html/svn/locks/db.lock': Resource temporarily
unavailable

Ao fazer google pelo erro achei o seguinte:
(O erro tem ligação ao tipo do mount point dos /users) (NFS)

mount
10.10.22.228:/users on /users type nfs
(rw,nosuid,nodev,rsize=8192,wsize=8192,intr,hard,addr=10.10.22.228)

De uma forma geral o problema esta no "NFS file locking" que pelos
vistos não é muito suportado. E devido a isso recebo a mensagem "Can't
get shared lock".

I solved this problem with changing the nfs mount option.
When the "svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'path/to/repo'
svn: Error opening db lockfile
svn: Can't get shared lock on file 'path/to/repo': No locks available"
message occured, I changed the NFS mount option from default to
"hard,intr,bg,nolock,rw" and remount the nfs directory to my local
mount point.

I sugget you apply this solution to your systems.
