WimDaBa?  Something..  cgi front end using Image::KimDaBa

Basic search, searches all keys for input, or if the input has a specific
subject, search on it, such as camera:300d

At start, find all possible keys to search, such as location, subject,
camera, etc.

Advanced search, individual boxes to search for multiple items.  Allow
a search on ANY item that KimDaBa tracks.

Allow partial or strict searches.

Searches on dates, return images between two, before one, after one, or
on a specific date (simplify here by assuming From [blank] To [$date] means
all photos before $date)

Search within search, add new items as && to regexp or what not.

Authentication, so that one may have additional options such as downloading
an original of an image, possibly editing the database.

Use cookies to track settings?  Track search string, user, thumbnail/list
view, maybe other options.

Allow (or maybe simply USE) parameters to do work.  Possibly instead of
cookies.
