When I use a graphical interface as MySQL Query Browser or MySQL Administrator, I can connect to the database in localhost mode, but, when i try to connect from another location on the net, or I try to use a CMS like Joomla, i can't made the connection. How can I solve this?

The error number is the 2003, and i use the port number 3306, the standard connection, this just happens in Linux mode, at Windows mode, I don't have any problem.
