1)  I get an autotools-out-of-date warning.  How about build-depending on autotools-dev, and adding the following to debian/rules:

configure:
        cp -f /usr/share/misc/config.sub config.sub
        cp -f /usr/share/misc/config.guess config.guess

clean:
        rm -rf config.guess config.sub

2)  The dpatch should probably have a description

3)  Because it's repacked it should have README.Debian-source and optionally a get-orig-source: rule in debian/rules
