i put spell.cgi file in :
/usr/share/request-tracker3.6/html/NoAuth/spellchecker/spell.cgi


Then used both of these (one of them is the one that works :P )

        SetHandler perl-script
        PerlHandler Apache::Registry
        Options ExecCGI
  </Files>


<Location  /NoAuth/spellchecker/>
 Options ExecCGI
 SetHandler cgi-script
</Location>
