Rule 1: IRCnomic consists of a set of Rules and any other state defined by those Rules. The state of IRCnomic cannot change except as the Rules dictate. Rule 2: Unless otherwise specified, Rules with lower numbers take precedence over Rules with higher numbers. Rule 3: Every Rule must have a number; if a Rule does not have a number, its number becomes the lowest positive integer greater than all existing Rules' numbers. Rule 4: A person may take an action by saying e takes it in the Freenode channel #ircnomic. Rule 5: A human may become a Player or cease to be a Player at any time, unless a Rule prohibits it. Rule 6: A Player may submit a Proposal at any time. A Proposal consists of a list of changes to be made to the state of IRCnomic. Rule 7: A Player may Vote FOR or AGAINST a Proposal at any time. If a Player Votes on a proposal more than once, only the most recent Vote counts. Rule 8: A Proposal Passes if and only if a rule says so. If a Proposal Passes, it takes effect and ceases to exist, and the Player who submitted it gains 1 Point. If a Proposal has existed for 24 hours and does not Pass, it ceases to exist. Rule 9: A Quorum is half the number of Players who have Voted on a Proposal in the last 24 hours, rounded up. Rule 9: If a Proposal has at least a Quorum of FOR votes and more FOR votes than AGAINST votes, it Passes. If a Proposal has existed for 24 hours and has more FOR votes than AGAINST votes, it Passes. Rule 10: Every Player has a certain number of Points, 0 by default. A non-Player cannot have any Points. If a Player has at least 10 points, that Player Wins and all points are destroyed.
